FPS suddenly dropped everywhere

Logged in today and FPS when using 117 wont go above 20. Usually I get 200 with max settings (RTX4050 graphics card).
Graphics card is showing 100% utilization with runelite. Everything is fine with 117 toggled off, game runs smooth.

Yesterday, everything was fine. 117 was perfect as usual.

did an uninstall and reinstall of runelite, same results, no improvement.

Windows 11 home x64
64 bit runelite 1.10.36.1 (latest version)
jagex launcher 1.2.0

this has also happened to me after taking off the HD version to go back to vanilla client my frames dropped to 18 how do i fix? i tried uninstalling nothing fixes
