Did it on Windows 10 Pro 2004 with a clean installation of Ubuntu 20.04 LTS, installes ao cygwin components and checked if it was returning the correct path. After doing everything, tried using the bell and if simply gave me "Error: Connection refused".
I've downloaded Pulseaudio4Windows v5.0 now and it worked without cygwin, sad part is that I have to re-do the command everytime I want to play/hear an audio, tried using nmms to set it as a service but it still was stopping after being used (as a service, it crashes after being used instead of closing and it gets stuck sadly).
I am not familiar enough with pulse audio to point out the exact problem. If you have time, you can play around with the settings in /etc/defaults/etc/pulse (or maybe /etc/pulse) of cygwin shell to see if there is anything strange. Or maybe try to remove ~/.config/pulse of your home directory in your cygwin environment (perhaps also reinstall pulse audio to see if it helps.
pulseaudio refuses to work, any thoughts about what is happening?
