Previously untagged files not always quickly reviewd by bot

Sometimes I find a file in the untagged errors log, fix what caused the error, and add a blank iNaturalistReview tag. The bot doesn't always review these quickly, sometimes requiring the bot to be restarted. This is probably because of the skip list.
