iNaturalist's API can retrieve data based on an observations ID number. It can not retrieve data based on a photos ID number. Some Commons contributors link to the photos page, not the observation page, but the bot can not review those files. To review those files, the iNaturalist API would have to support retrieving information about photos.

A workaround for this issue has been implemented -- /photos/ pages are parsed for an /observations/ link to use in the API. The known photo ID is then used to short-circuit the image matching process and only checking that photo.
