[Bug]: Vaurca Blood Oxygenation Doesn't Rise Despite No Organ Damage and Kois/Phoron Given

Describe the issue

It is often a problem in high-intensity rounds where Vaurca get injured to the point of blood oxygenation being zero, perhaps even going into cardiac arrest, then being fixed with surgery/medicines but no matter how much CPR is given and how much kois/phoron is fed, their BO does not rise from 0%. These vaurca always die unless ahelped for an admin rejuv.

I've noticed this being a problem since the Konyang arc at least, but vaurca don't get hurt to this point often enough to notice it immediately. In this last round I played in, two vaurca died because of this issue.

How to reproduce

1. Damage a vaurca's lungs to the point of 0% BO (or around there)
2. Perhaps allow cardiac arrest to occur as well
3. Fix the vaurca organs with surgery or medicine to fully healed (minus possible scarring ofc)
4. Continue to treat the vaurca with kois bars, phoron, and more medicine.
5. Observe that their BO does not rise and the vaurca is perpetually on brain-surgery life support until death.

This actually isn't an issue with blood oxygenation, they breath from an internal tank of Phoron, which is one of the first organs to die when you shoot a Vaurca, its very squishy and very damageable

But then when that organ is fixed, BO still does not rise. I don't see any mechanical reason why it shouldn't, which I believe makes it an issue with blood oxygenation at that point.

I've had to get an aheal on a bulwark during a canon event on Konyang because I'd healed every part of that guy as a surgeon, he had a clean scan besides his BO just slowly dropping. I forced him to eat like 3 kois bars too.

On another note, you can completely kill the phoron reserve tank (dead and necrotic), and the Vaurca's BO does not drop. I bug reported it a year and some change ago with #16871
