Constants should be managed from Shuffleboard

Constants are currently hardcoded in Constants.java. That works, but during processes such as PID tuning, it is time-consuming to repeatedly re-deploy code to the robot. It would be far more convenient if constants could be modified on-the-fly through Shuffleboard.

We discovered that there is a built in PID adjuster in Shuffleboard. We should probably just figure out how to use this if we can.
