Sticky Fault Reset Feature #37

We need some mechanism for on-demand resetting sticky faults in the PDH (and maybe other components).

I imagine a button in Shuffleboard for this.

We should NOT automatically clear faults during robot init, or we'll be destroying "evidence" needed to diagnose the previous match.
