[Query] Is it possible to add conditional state to not update work item depending on it ?

Hi, I'd like to know if it's possible to implement / or if already exists to add condition eg: if work item is in "Done" state, to not apply updating the state for it. Since we're having issues with linked work items being moved from "Done" state back to previous state but we want to avoid updating if it's in completed state
