Whistling for horses by name

Add feature where using a blank horse whistle prompts the user to enter a horse's name to call it, rather than requiring its specific whistle

• Makes it so that people who manage multiple horses only need 1 whistle
• Need to make sure that it searches for horse names while ignoring capitalization and color
• Should only work if that person is the owner of that horse
  • Needs to require ownership to be true, otherwise people can just steal each others horses,
    because otherwise there's no way of verifying a horse's owner
• Will be toggleable in the config
• Perhaps add a separate recipe for an "omni whistle", instead of using blank whistles?
