There are many directory naming conventions that software developers tend to follow within code repositories, and although not everyone potentially contributing to this SPARTAN git repository may be on the Software Subteam, we should still follow these "Github" conventions for the sake of style.

Let's rename all directories (not regular files) within the repository to all lowercase and separated by underscores "_". This includes those at the top-level SPARTAN directory.
