Sliggoo evolves in InclEm if there is rain OR if it is at least level 50. In the official games, both requirements are to be fulfilled to evolve Sliggoo. Due to this, I got this quite underleveled Goodra. I leveled up Sliggoo on Route 119 while rain was present:
