[FEATURE] Settings Page FE

Is your feature request related to a problem? Please describe.
Create a settings page, that will allow the user to set/change:

1. Username
2. Profile Picture
3. Total Budget
4. Budget per Category
5. Sign Out Button

Describe the solution you'd like
The design for the page hasn't been made yet, so don't go too hard on making it look good. Work a barebones, purely functional version. We can fine-tune the design later.
