I've tried both NEM and the old code NE, neither works. Shop never has any Nemesis boosters or individual cards, [color] booster packs never have Nemesis cards in them, and duel rewards never give a choice of Nemesis booster either. It's always Masques or Prophecy in that particular world.

Looks like its code in the files is "NMS". Not sure of the history behind that, would need to ask someone more familiar with Forge's edition files. It has an alias set to "NEM" but I guess that's not getting applied in this case.

You should be able to use "NMS" as a workaround.
