Riscv64 support currently dropped from base image #43

Recent ubuntu/debian image dropped support for riscv64 platform. Reasons are explained in this commit and situation should be temporary (no idea how long it will take).

Still, riscv builds can't be provided during that time.

Spoken too quickly, just have to pin the latest working release. Not a long term solution though, but good enough for a while.
