Initial setup for new community_monitor_survey participation method & Community Monitor admin tab.

Includes:

  • New community_monitor feature flag
  • useCommunityMonitor hook to get the new Community Monitor project (and create it if it doesn't exist)
  • New Community Monitor tab in the admin sidebar (today it just leads to a project page for the Community Monitor, will be fully implemented in another PR)

Fixes an existing issue where this shouldn't be shown if logic isn't enabled for the form.
