We have 2021 census data in the census_2021 schema.

Create a README under demographic/census describing:

Data source (links to where it was acquired)
basic description of the tables
how to join them together/use them

@radumas I am thinking to push the python file --reading the data into bigdata -- in this repo! Do you think is there a better place to do so?
