Windows7 dont have System.IO.Compression.FileSystem #3

When processing the zip file , PowerShell will give out an error . Maybe we need a binary unzip.exe for this .
Or just judge the Windows version , download unzip.exe when it is windows7 but use System.IO.Compression.FileSystem in WIndows8 or higher
