Describe the bug

Using 'T'akeoff on an item that there is no available storage for, while hands are empty, will wield the item.
But doing so takes more moves than just 'w'ielding the item directly.

Steps to reproduce

  1. 'T'ake off the drop leg pouch, it takes ~600 moves. Note that it is now wielded as there was nowhere to put it and hands were empty.
  2. 'W'ear the pouch again.
  3. 'w'ield the pouch. This takes ~400 moves.

Expected behavior

The # of moves should be the same as the character is conceptually doing the same thing in either case.
