Reduce duplication in module project tickets #1204

Things we need to do:

  1. Sort issues (so level 0 appears before level 100)
  2. Pull multiple repos (the module repo and the project repo) into the one backlog.
  3. Remove the module repo tickets in favour of the project repo ones.
