Migrate test suites over to node:test

What is the work that needs to be done?

We need to convert the test suites in ITP from Jest over to node:test

Why is this work important to do?

Jest is becoming increasingly problematic to work with and get up and running. Node:test will just work straight out of the box. Node:test also has a very similar API to Jest so the migration should be fairly straightforward.
