Mobile nav use of arrows to skip submenus

On desktop, users can use the left and right arrows to move through top level menu items without having to tab through each item in every submenu. This functionality should exist in the mobile navigation as well, since some users will use keyboard navigation even at screen sizes designed for mobile (some laptops or some page zoom levels).
