Applications are not always found by connectivity service

As discussed in the #daq-ccm channel, there is a infrequent case for which the applications are not found by the connectivity service. This can also include the root-controller. This issue causes the timeout to run for its full window, and the session cannot be used. I'm unsure of what causes this, would be good to have this working for operations
