What exactly does this do?

Hello,
I was wondering, what exactly does this do? Does this just copy files from one folder to another?
Or does it keep updating them?

It links your folders over to the target folder

It's used to make windows and other applications think the folder is there when in reality it's somewhere else

I use it to have my resource packs all in 1 folder instead of everytime I make a new modpack having to copy the resource packs each time
