Manchester encoding/decoding

Hi John,

Would you be interested to include manchester encoding/decoding in ETL? I have developed a very efficient implementation based on binary interleaving (already present in ETL) that I would like to make open source. I think ETL would be a good place to do so and I would love to contribute and show appreciation to your project that way.

I still need to get approval from my employer to make this open source (I developed this code as part of my job), but thought I'd ask you first to check if you're interested at all ;-)
