Setting the date & time on TX16S (and probably others)?

On the System -> Settings page you can enter a value of 24 into the hours field using the '+' and '>>' buttons.

This displays as 24 briefly and then changes to 00 with the date incrementing by 1 day.

Is this by design or an off-by-one mistake in the max value for the hour field (24 instead of 23)?
