Bug Description

If you create a 1x1 region with just a block of cactus in it and deny passthrough.
The cactus can sitll be broken from outside by just placing a bloke next to the cactus, seems like that does not get cancelled

Expected Behavior

Cactus to remain in the area. Cancelling the bloke from breaking.

Reproduction Steps

  1. place a cactus on sand
  2. create a region on the cactus
  3. deny passthrough
  4. grab a stone
  5. place it next to cactus
