Currently, whenever multiple features overlay each other at a given scale, a tap of the map at that location only selects and displays a popup for one of those features. The '< 1 of X >' carousel within the popup isn't used in this case, as X is only ever equal to 1.
In the same way that when multiple layers on turned on for a map, up to one feature per layer can have its popup shown, it would be useful if clicking on a clump of water system valves points would do this as well.
