PR을 통해 develop 브랜치에 merge 될 때 테스트를 통과하도록 CI 환경을 구축

💡️ 이슈

테스트를 수동으로 돌려야 하고, 실수로 테스트가 돌아가지 않는데도 merge할 가능성이 존재합니다.
