HHS metrics page doesn't populate

https://data.gov/metrics/organization/hhs-gov/index.html does not populate with any data

I have checked GA4, and data for the HHS org does exist for December (when these reports should reflect)

How to reproduce

1. Visit https://data.gov/metrics/organization/hhs-gov/index.htm

(@FuhuXia also said he ran locally and got no data)

Expected behavior

Tables and reports populate

Actual behavior

Nothing populates

suspect maybe an error in the API call itself to generate report?

it turns out to be the char & in the org name. it needs to be encoded before calling GA api.

reports are fixed for U.S. Department of Health & Human Services and International Boundary & Water Commission .
