[Feature Request]: TOC - Ignore headings above #1793

Feature Description

The TOC should ignore headings above where it is placed. For example, if there is a page with five heading labels and some content and then below there is the TOC to help navigate the contents at the bottom of the page then currently it also shows the five previous headings as well. It would be nice if it could ignore them.

The Table of Contents (TOC) is automatically generated by the TinyMCE WYSIWYG editor. Since the TOC is generally intended to reflect the full structure of the content and is typically placed at the top of an article, we do not plan to modify this functionality.
