Use new aws_vpc_security_group_ingress_rule and provide a way to toggle between inline and separate rule resource

Should this be revisited now that Terraform has yet another way to define the rule resources.....

It would also be nice to toggle between using a separate resource (whether it is aws_security_group_rule or aws_vpc_security_group_*gress_rule) or inline. The inline also has value because you can restrict clickops changes of security groups by always specifying inline.
