found it :)
https://github.com/Icinga/icingaweb2/blob/v2.12.2/library/Icinga/Web/View.php LEGACY_ICONS is missing the entry 'letter'=>true

for those how cant wait for ubuntu the file is located at:
/usr/share/php/Icinga/Web/View.php

Not quite missing. It has never been a proper font icon, which is why it got overlooked.
