Missing justification field

Hello @Irio thanks for the nice package.

I worked with the data yesterday and noticed that there are very few entries with the field Justification filled.

I saw that you are only computing this value for one specific type of amendment destination (ESPELHO DE EMENDAS AO TEXTO DA LEI) which is also very limited.

I opened one of the PDFs without justification and seems reasonable to have that field available.

There is any reason why you make this distinction in amendment_parser.py?
