Turns out PAL does have some differences from the US version in terms of flags
Thanks to tasty on Discord for this research
Flags in the block 0x4D->5 to 0x4F->1 are in the reverse order on PAL
Flags in the block 0x55->6 to 0x56->4 are in the reverse order on PAL
Not sure why as of yet, and not yet sure if there are further differences
Best course of action would be to add a separate flag database for PAL based on NTSC with the changes integrated, similar to how JP is set up.
