Incorrect time displayed on clock menu

Describe the bug
The time displayed in the panel item and in the dropdown menu is not correct. The displayed time is frozen in place, it does not update.

To Reproduce
hard to say exactly how to reproduce, but it generally has happened after waking the system from hibernation

Expected behavior
time displayed is an accurate reflection of system time
