Migrate the middleware code from ROS Noetic to ROS 2 Hubmle.

Which Ubuntu version will be targeted?
You can open the PR when you are ready and we can talk about it there.
We currently support Carla and Gazebo. Previously, our priority was Gazebo, but we've moved the majority of our effort to Carla.
