Experiments can be ran on Avionics that have been shut down

As per screenshot this doesn't feel like intended behavior.
The antenna is shutoff too which means you cant transmit but if the core is coming back down you have no reason to pack more than 2EC on it and just shut it off as soon as the flight starts. Especially relevant for early tech levels avionics

If you have another running avionics it might be a valid behavior. I don't see any point shutting down experiments if avionics is off.
