globalReliabilityModifier Usable?

I wanted to lower overall reliability through testflight, so I took a look at the settings.cfg and noticed globalReliabilityModifier = 1. Because I couldn't tell if this should be higher or lower to worsen reliability I searched this repository for it, and noticed it only seems to exist once (in the config file). Did I miss it, or was it removed from the source without being removed from the config?

Good question. It is possible it is something old and removed. I can't recall off the top of my head so I will have to dig a little bit.
