Improve RubyMine SDK Setup for Elixir

Describe the bug
RubyMine requires a different setup compared to IntelliJ IDEA, and currently either works or does not not, with no clear indication to the user why.

We have #3644 moving moving, but this is a big undertaking, so let's see how we can fix it.

To Reproduce
Steps to reproduce the behavior:

1. Use RubyMine 2024.x
2. Setup SDK

Expected behavior
It works.
