change the [settlement] tag to something more accurate

I believe [settlement] is going to cause a lot of confusion down the line since 
it's probably that a 
majority of [settlements] won't even be normally definable as settlements.

Let's change it to something more predictable, like [map], while there is very 
little invested in the 
term.
