What steps will reproduce the problem?
1. Update peerblock when your update limit is not exceeded
2. Interrupt the download (by disconnecting the network, this simulates my 
actual issue of peerblock hanging before completion. I assume this is 
congestion.)
3. Peerblock will hang whereupon the update must be cancelled.
4. Peerblock will report that your update limit is exceeded and refuse to 
retry, even though no update occurred.

What is the expected output? What do you see instead?
Peerblock should only disallow repeated updates after a successful update. 

What version of PeerBlock are you using? On what operating system? 32- or
64-bit?
1.2, Windows 64 bit

Please provide any additional information below.  Make sure to attach
peerblock.log and/or any screenshots that would help explain your problem.
