Wrongly Blocked IP - West Yorkshire Fire and Civil Defence Authority

What steps will reproduce the problem?
1.Run Peerblock on a Plusnet Broadband connection.
2.Access Youtube
3.

What is the expected output? What do you see instead?
Youtube does not display at all.  West Yorkshire Fire and Civil Defence 
Authority, 212.56.71.174:80 immediately shows in Peerblock as being blocked.

What version of PeerBlock are you using? On what operating system? 32- or
64-bit?
Version 1.2 on Windows 8.1 64 bit.

Please provide any additional information below.  Make sure to attach
peerblock.log and/or any screenshots that would help explain your problem.
Screenshot attached with blocked IP highlighted.  
http://community.plus.net/forum/index.php/topic,121162.0.html/ shows that this 
IP is now a web proxy for Plusnet, and therefore should no longer be blocked.
