Is it possible to implement the L2TP protocol in Nekoray - naked without encryption?. (there is no common IPSec key at all).
This protocol is used by some Internet providers and those who distribute VPN. The server for this, I think, is on xl2tpd (1.3.18-1build2).

Any old router can be used as a client (for example, tp link 941nd or dlink dir100). (I have attached pictures for example).
Authorization: IP server and login with password (and nothing else).
It is impossible to connect using Windows. Third-party clients (at least for Windows, there are none).

Goal: Use the L2TP protocol in Windows 10 without a router.
