[Bug] Highway Builder have a width issue #5217

Describe the bug

it can't build the highway on right width,

3 is too narrow and 5 is too wide

Steps to reproduce

Highway Builder on

Meteor Version

1.21.4 22

Minecraft Version

1.21.4

Operating System

Linux
