Empty folder after downloading

Try downloading from this URL:

https://github.com/flutter/packages/tree/main/packages/go_router/

The downloaded zip file seems to go fine and the file size is around 1095 KB. When opening the file on Windows 11, it says the folder is empty. If I extract all anyway, an error popups up saying the file is invalid.

However, if I download the sub-directory inside it called example, that works fine.
