Pairing unsuccessful when using China, Guangdong, Shenzhen as location

Hardware: Raspberry Pi 4
OS: Raspbian Buster

Steps to reproduce:

1. Ask Mycroft to pair the device
2. Enter details to add a new device in the web dashboard, including China->Guangdong->Shenzhen for location
3. Click submit
4. Click ok when shown "pairing successful" dialogue

Expected behaviour: can see the device in the list
Actual behaviour: device list is empty

5. Try again repeatedly until stumbling on this thread
6. Realise there may be a database issue and try Hong Kong instead of Shenzhen
7. Be happy that it now works as expected
8. Log an issue so it can be fixed :D

how do u work around this ? I have even tried Hong Kong and It's still not working

Hey @nathan72419 it looks like there are two entries for Shenzhen in the list, one of the two should work (theoretically).

If neither work, then it may be a different issue.

We have it on the backlog to filter these non-working duplicates out, just haven't gotten there yet.
