configurable "shall" #93

Hi!
In my use cases “must” is mandated, we cannot use “shall” anylonger
(following FAA directive).
So if we could “user defined the magic mandate word… I could configure FRET
to use “must” instead of “shall”.

Can "shall" be a configurable word? I.e., an organization can change it globally for a FRET deployement? (use case: in aviation we are moving to use "must").
