hybrid and ultimate solar panel generate only 1 RF/t #125

The advanced solar panel generate about 13 RF/t.
But the hybrid and ultimate solar panels are stuck at 1 RF/t.

Edit: The panels are working fine on earth. The 1RF/t problem ocurrs only in the asteroid biom.
