Separate WAFS from GFS

EMC management agreed to have WAFS separated from GFS v16 on May 7 2024.

As previously done, PR #19 was to clean up WAFS legacy files

Rahul's help:

1. Build cmake
2. Add UPP as a submodule (Done in PR Add upp as a submodule #21)
3. Add ecflow (Done in PR Add ecflow .. part 1 #22)
4. Make ecflow work (Done in PR Ecflow variable and script removal #27 Add ecflow components #28 Update UPP resources and modules #29)

Yali's work:

1. Remove gfs from all script filenames
2. Change from gfs to wafs of the output grib2 filenames
3. Remove GFS from dbn_alert (ATTENTION: coordinate with NCO)
4. Filenames with grb45 are changed to grd45 (ATTENTION: coordinate with NCO)
5. Update forecast hour from 2 digits to 3 digits except for WAFS_GRIB, as addressed in issue Some WAFS files are still using fHH instead of fHHH #11 (ATTENTION: coordinate with NCO)

6. Modify checkout script to clone the right version of UPP and GTG

(Done in PR #25 )

7. Add scripts to make standalone UPP work.
