Highlights

• Support Python 3.13
• Add bindings for nvJitLink (requires nvJitLink from CUDA 12.3 or above)
• Add optional dependencies on CUDA NVRTC and nvJitLink wheels
• Enable discovery and loading of shared libraries from CUDA wheels
